Notice of Proposed Elba Express Pipeline Project

Elba Express Company, L.L.C. (EEC), a subsidiary of Southern Natural Gas Company (SNG), plans to construct a new natural gas pipeline beginning at SNG's existing pipeline system near Port Wentworth, Georgia and terminating in Hart County, Georgia and Anderson County, South Carolina at two points of interconnection with the Transcontinental Gas Pipeline (Transco) system. The new pipeline, called Elba Express, will consist of approximately 190 miles of 42-inch and 36- inch diameter pipe and will be located in parts of Chatham, Effingham, Screven, Jenkins, Burke, Jefferson, Glascock, Warren, McDuffie, Wilkes, Elbert, and Hart Counties in Georgia, and part of Anderson County in South Carolina. Elba Express will transport natural gas from the Elba Island liquefied natural gas (LNG) terminal near Savannah, Georgia to markets in Georgia and South Carolina, and, by way of its interconnects with the SNG and Transco pipeline systems, Elba Express will also supply natural gas to markets throughout the southeastern and eastern United States.

SNG is a natural gas company engaged in the operation of an interstate pipeline system for the transportation of natural gas in the southeastern part of the United States. SNG's main office is located at 1900 Fifth Avenue North, Birmingham, Alabama 35203. EEC is a subsidiary of SNG, and SNG is a subsidiary of the El Paso Corporation.

On September 29, 2006 EEC filed an application with the Federal Energy Regulatory Commission (FERC) in Docket No. CP06-471-000 seeking approval for the Elba Express Pipeline Project. EEC must receive approval from the FERC before constructing the project. A copy of the public version of the application

If approved, construction of the project is expected to begin in 2009, with the first phase of the project, consisting of 190 miles of pipeline and associated facilities, going into service in 2010. A second phase of the project, consisting of a single compressor station located in Jenkins County, GA, off Hwy 21, near the Screven County line, is planned for 2012. Once both phases are completed, the new Elba Express Pipeline will be capable of transporting approximately 1.2 Bcf/d of natural gas from the Elba Island LNG terminal to markets in Georgia, South Carolina, and the southeastern and eastern United States.

The FERC has an information pamphlet available entitled "An Interstate Gas Facility on my Land? What Do I Need To Know?" on its website located at http:// www.ferc.gov/for-citizens/ citizen-guides.asp that provides important information about an individual's rights in dealing with a pipeline project. A copy of this pamphlet may also be obtained free of charge by calling the FERC's Office of External Affairs at 1-866-208- 3372. Access to electronic copies of EEC's application is also available via the FERC website by using the "eLibrary" link located in the upper right hand corner of the website and then searching the eLibrary using Docket No. CP06-471-000

EEC has mailed notices to governmental entities and to landowners directly affected by this project and to landowners whose property abuts the pipeline route. If you have not received such a notice, your property is most likely not affected. You have a right to participate in the FERC consideration of EEC's application and to express your views to the FERC. If you would like to intervene in SNG's application proceeding, you must contact the FERC by writing to Magalie Roman Salas, Secretary, Federal Energy Regulatory Commission, 888 First Street, N.E., Washington, DC 20426. You must reference docket number CP06-471-000 in your correspondence with the FERC.
