Heath named Research Fellow at RAND center in Santa Monica

Major Garrett D. Heath has been selected as an Army Research Fellow at the RAND Corporation's Arroyo Center in Santa Monica, California.

Major Heath is the son of Charles and Myra Heath of Washington and is the Class of 1985 valedictorian at Washington-Wilkes Comprehensive High School. He has a Bachelor of Science in Electrical Engineering from the United States Military Academy and a Master of Science in Operations Research/Systems Analysis from the Naval Postgraduate School. He and his wife, the former Lisa Pinkston of Thomson, and their two daughters live in California.

Prior to being selected for the fellowship, Heath served with the 1st Infantry Division (1-ID) in Germany for 49 months. His assignments included Brigade Rear Detachment Commander; Multi-National Liaison Officer; Assistant Fire Support Coordinator; Battalion Executive Officer; and Brigade Executive Officer.

He deployed twice while in these assignments. He served seven months in Kosovo as Task Force Falcon's Multi-National Liaison Officer. Six months after redeploying from Kosovo, he deployed in support of Operation Iraqi Freedom

II for 13 months. In Iraq he was an Executive Officer (second in command) for a 500-man Task Force.

At RAND, he will work on projects related to Army Force Generation and the Army Network. He has prior experience with networks, and command and control systems. Prior to deploying to Operation Iraqi Freedom (OIF), he recognized the need for a web-based event reporting and analysis tool for unit commanders. While serving as Assistant Fire Support Coordinator during 1- ID's intense train-up for deployment, he designed, developed, and deployed a web application for artillery reporting and analysis.

The 1st Infantry Division Artillery used his tool, the Artillery Portal, throughout OIF II and passed it on to the 42nd Infantry Division Artillery for use during OIF III.

Major Heath's work resulted in him giving presentations at the 73rd Military Operations Research Society Symposium at West Point; a nomination for the Military Operations Research Society's Barchi Prize; and an Army level award. Lieutenant General Boutelle, the Army's Chief Information Officer, awarded Major Heath an Army Knowledge Award for Transformation Initiative in Battlefield Applications.
