Tignall City Council considers ordinances dealing with chicken houses, chicken litter

The monthly meeting of the Tignall City Council was called to order by Mayor Richard Gammon at 7 p.m. on April 11. City Council members present were Charles Bradley, Nobie Keener, Leon Aycock, and Albert Huyck. Others present were Water Superintendent Clyde Davis; City Attorney Michael Horgan; City Clerk Jerri Scott; and citizens Walter Parker, Roy Harrison, Jack Bentley, Will Bentley, Walter Bunch, David Cordle, and John Oglesby. Council member Tom Jackson and City Clerk Linda Daniel were absent.

The citizens present were concerned about the proposed ordinance banning chicken houses within the city limits. They also questioned the proposed banning of the spreading of chicken litter. Citizens present felt that the natural fertilizer is better for the soil than bagged fertilizer. Two applications are applied per year and plowed into the soil. Jack Bentley also stated that both he and Roy Harrison have pesticide licenses.

Mayor Gammon and council members assured the citizens that they are exploring the pros and cons on both sides prior to making any decisions.

Mayor Gammon stated that the council needs to adopt a resolution for the 10-year Solid Waste Management Plan. Huyck motioned to adopt the resolution, seconded by Aycock. The vote was unanimous.

The repair of the manhole on Tyler Street by Pat Winfrey's house was addressed. Davis was instructed by the mayor to make this repair a priority. Council also approved the purchase of the compound needed for the gym floor.

Financial reports were read and approved.

The ongoing water leak at the home of Kim Hawes was discussed. Walter Parker asked the mayor and council for two days to research and try to resolve the problem prior to disconthe necting water service. This request was granted.

Davis was told by the council that he did not have to contend with citizens coming to his home about their water service. An advertisement will be placed in the paper giving his work schedule and stating that he will not be available after these hours.

Attorney Horgan briefly recapped the meeting held in his office with the committee and mayor concerning the creation and wording of the ordinance on the chicken houses.

Keener made a motion to adjourn which was seconded by Bradley. The meeting adjourned at 8 p.m.
