Panel formed to study poultry houses, mobile homes

A public meeting was held at 6:30 p.m. at the Tignall City Hall prior to the regular meeting of the Tignall City Council.

David Jenkins addressed the public concerning the CDBG grant for the well and the EIP grant. A brief explanation was given about the proposed Holland expansion.

City Attorney Michael Horgan stated that the loan should be structured so that the city has no liability.

Citizens present were Dr. Sophia Bamford, Walter Parker, John Carter, Sybil Adams, Tim and Mandy Jackson, as well as Mayor Gammon, City Council members Charles Bradley, Leon Aycock, Nobie Keener, and Albert Huyck; Water Supervisor Clyde Davis; and City Clerks Linda Daniel and Jerri Scott.

The public meeting adjourned at 7 p.m. at which time Mayor Gammon called the regular City Council meeting to order. Minutes of the previous meeting were read and approved.

Mayor Gammon announced that the city has purchased a backhoe for the water department.

John Carter addressed the council with his concerns about the poultry houses being built on Mallorysville Road. The city does not have any ordinances at present against them being built in the city limits. Mr. Carter stated that he has started a petition against them and at present has approximately 135 signatures. He requested a 500 setback on regulations for spreading chicken litter in city limits.

Dr. Bamford expressed her concerns, referring to previous history with tobacco growers and cotton, the damage that was done to the soil, depleting the soil of its nutrients. She also had health concerns on spreading the raw litter.

Sybil Adams requested that the council create ordinances against spreading the litter.

Tim and Mandy Jackson were concerned about the city not having an ordinance on mobile home parks in the city limits. Mrs. Jackson also presented photos of abandoned structures in the city, requesting that the city create ordinances requiring mobile homes to have skirting and underpinning, and the clean-up of abandoned or unsightly properties.

The mayor expressed his concerns as well, and informed the citizens that he has formed a panel of three council members - Nobie Keener, Albert Huyck, and Charles Bradley - to research the mobile home and poultry houses.

Walter Parker stated that there is only one dumpster on Anderson Street. He requested that the city provide another dumpster at this site. He also inquired about paving Chatfield Street. The mayor informed him that part of Chatfield Street will be paved this year. The State will not pave over any area that has ground millage.

Attorney Horgan stated that he was working on the Development Authority for Tignall. He needs to see the final submission of the CDBG grants from Gilbert & Associates prior to finalizing. The board must have a minimum of seven directors with one from the council. Requirements for board are that they live within the city limits and be taxpayers. The resolution must be filed with the Secretary of State.

At this time, the council asked visitors to exit and went into executive session.

The meeting adjourned at 8:50 p.m.
