CDBG application discussed; grant would provide city well Immediately prior to the monthly meeting of the Tignall City Council, a public hearing was held to discuss development of a Community Development Block Grant (CDBG) application. The following persons were present: Mayor Richard Gammon; Council members Leon Aycock, Charles Bradley, Albert Huyck, and Nobie Keener; City Clerks Linda Daniel and Jerri Scott; and City Attorney Michael Horgan. Also present was David D. Jenkins, Economic Development Director from the Washington-Wilkes Payroll Development Authority. Mayor Gammon stated that having another water source remains the most critical need facing our community. During inclement weather and drought, the amount of water available for consumption decreases and the amount of water available for containing fires could be depleted in three to four days. The grant would also correct other problems of the water system such as having a generator during power outages so that the well pump would continue to operate. The council members agreed that it is becoming more urgent that this situation be addressed and a loan is not financially feasible. The application has been previously denied twice because other applications were scored higher. Mayor Gammon has received feedback from the funding agency and hopes that the decrease in the Insurance Services Office (ISO) rating of the town would show additional need and impact.
Having a new well would allow further expansion of the water system to address the deficiencies outlined in the ISO report and most importantly provide the reliable back-up water supply that Tignall now requires. Award announcements are expected in mid-August.
