Candidates qualify this week to run for Washington mayor, city council Candidates for mayor and three seats on the Washington City Council are qualifying this week. In the run for Mayor, candidates qualifying by late Tuesday include incumbent Mayor Willie E. Burns and announced candidate Carlton Norris. In city District 1, incumbent District 1 Councilman Nathaniel Cullars has qualified, as has Marion Tutt Jr., who is seeking the seat now held by Cullars. In city District 2, Ames M. Barnett, Edward B. Pope Jr., and Downtown merchant Ed Franklin have qualified to run for two District 2 seats. In the case of multiple candidates, the two seats will go to the two highest vote getters. One District 2 seat will be vacated at year's end by Ray Hardy; and Edward Pope is seeking to be elected to the District 2 seat to which he was elected without opposition last year to fillthe unexpired term of former Councilman Anna Norman. Other candidates may announce their runs for officesoon. Qualifying for the November 6 election opened at 9 a.m. Monday, and will run through 4:30 p.m. Friday, August 31, at Washington's City Hall. Qualifying fees for the mayoral position are $216; the council qualifying fees are $108. During the General Municipal Election in November, the city's published notice said, a mayor will be elected city-wide, and one council member from District 1, along with two council members from District 2, will be elected. The terms of Mayor Willie E. Burns, and Councilmen Nathaniel Cullars, Ray Hardy, and Edward B. Pope Jr. expire at the end of December, 2007.
