George Brewer, pre-construction engineer (left), and Tony Collins, district engineer (right), of the Georgia Department of Transportation spoke to the Washington Rotary Club at its regular lunch meeting on Thursday, March 20, and explained the process by which transportation projects are implemented in the state. They described how projects are identified, how rights of way are cleared environmentally, and how construction is carried out.
