While travelling through Washington last Thursday, March 27, Congressman Paul Broun stopped to visit with members of the Washington Rotary Club and report on his activity and voting in Washington, D.C. He said that he uses a "four-way test" in which he asks: Is it morally right? Is it constitutional? Do we need it? Can we afford it? before he votes on any bill in Congress. Broun represents Georgia's 10th District.
