City council awards sewage lift station contracts, considers building moratorium for Rusher Street

The Washington City Council, in a called meeting Thursday afternoon, March 27, awarded the contract for two sewage lift stations, considered a building moratorium for the city's redevelopment area, and passed two pouring licenses for local businesses.

Corky Welch of Stevenson and Palmer Engineering Inc. presented the council with his recommendation to award the contract for two sewer lift stations, one for the city and one for the new school site, to Cedar Farms Construction in the amount of $616,676.87.

Mayor Willie Burns and City Administrator Mike Eskew discussed with council members a partial building moratorium for the area being redeveloped by the Southwest Washington Redevelopment Plan. The moratorium would put a oneyear hold on any new construction or additions to homes in the Rusher Street area, but would not affect homeowners making repairs.

Council members discussed how property lines would change with the plan, and how the city is communicating with property owners being affected. All landowners have been consulted with, Burns said, and all of them approve of the plan's concept but have not seen detailed plans yet.

The council voted unanimously to direct the city attorney to draw up a draft building moratorium for their consideration.

In other action, the council approved a request for a distilled spirits pouring license for a new restaurant, Alfred's on The Square; and for a distilled spirits pouring license for John Horton as owner of the Washington Jockey Club. Councilman G.L. Avery voted against each license.

A temporary alcohol license for a Washington-Wilkes Arts Foundation event was withdrawn by the foundation, Clerk Debbie Danner said.
