Family offering $5,000 for arrest, conviction in Friday Skull Shoals hit-and-run

Authorities are seeking information and a family is offering a $5,000 reward in connection with a hit-and-run accident Friday night on Skull Shoals Road in Washington that has left a Washington woman in a coma.

Rossie Carter Neubaum, 42, was hit by an unknown vehicle just before 10 p.m. as she was walking along Skull Shoals Road near Merriwether Drive, police say. Washington Police and Georgia State Patrol troopers, along with Wilkes EMS and Washington’s Rescue 1 responded and found the victim in the road seriously injured with head and chest trauma. She was treated at the scene and rushed to the Medical College of Georgia Trauma Unit by Wilkes EMS when air ambulances were unavailable due to weather.

“The Washington Police Department is seeking information concerning this hit-and-run accident,” Chief Mike Davis said. “The violator remains at large, but we feel that somebody may have seen something.” The Georgia State Patrol is investigating the accident and is actively following up on leads with Washington Police officers.

The victim’s family is offering a $5,000 reward for information leading to the arrest and conviction of the person responsible for the hit-andrun, her brother said. “Somebody knows what happened, and they need to speak up,” Eddie Maddox commented.

Neubaum’s condition remains serious. “She’s still in a coma, and we don’t know if she has brain damage or not,” Maddox said. “She has broken ribs and injuries to her lungs, but it’s the head injury that we’re worried about.”
